Surfing For To Lift Definition?

Mandy asks…What is the right age to start wearing eyeliner?I am 13 1/2, and my mother, is agreeable to me wearing a little bit. I do wear mascara, and concealer. That is about it, I would like to keep it simple, but I just want to add a little more definition to my eyes. Is this the right age? What are some good tips, just for applying a little bit, enough to look nice, but nothing raccoon like. Thank you!
