Surfing For Reaction Distance Time?

Ken asks…how do you find percentage uncertainty in the measured speed of a car?Help!!! Physics Homework!!! :)

Two lines were painted on the road to see how fast the car was traveling. in one such case the lines were painted across the road a distance of 150m apart with an uncertainty of 5m. A motorist was timed to take 4.6s to travel the distance. Reaction time for use of a stopwatch is about 0.1s, giving an uncertainty in the measurement of 0.2s as the button had to be pushed
